In plain English

This raises the minimum wage in Lagos State and then keeps it moving with inflation automatically, instead of leaving it frozen until the next time the law is amended. Employers with fewer than twenty-five staff get an extra year before it applies to them.

Who this affects

Anyone employed in Lagos State on or near the minimum wage, and every employer in the state — with a longer runway for small businesses.

What it changes

  • 1Raises the state minimum wage to a new floor.
  • 2Indexes the floor to headline CPI, reviewed every year.
  • 3Caps any single annual uplift so payroll costs stay predictable.
  • 4Gives employers with under 25 staff twelve extra months to comply.
  • 5Requires the state to publish the new figure each January.

5 sections · LA. 07 · referred to the Lagos State House Committee on Establishments

  1. 1.New minimum wage

No employer within Lagos State shall pay a worker at a rate below the state minimum wage prescribed under this Law. The rate prescribed under this Law is in addition to, and does not derogate from, any higher rate fixed by a collective agreement.

  2. 2.Indexation

The state minimum wage shall be reviewed on the first day of January in each year and adjusted by the headline Consumer Price Index published by the National Bureau of Statistics for the preceding twelve months, provided that no single annual adjustment shall exceed ten per centum.

  3. 3.Publication

The Commissioner shall cause the adjusted rate to be published in the State Gazette and on the website of the Ministry not later than the fourteenth day of January in each year.

  4. 4.Small employers

An employer with fewer than twenty-five employees shall comply with the rate prescribed under section 1 not later than twelve months after the commencement of this Law.

  5. 5.Offences

An employer who fails to comply with section 1 commits an offence and is liable on conviction to a fine, and shall in addition pay to the affected worker the difference between the wage paid and the wage prescribed.
