Government ministries and agencies would have to publish how they actually spend money — every quarter, as a spreadsheet or data file anyone can open and analyse, not a scanned PDF. Publishing late, or in a format that can't be read by a machine, would count as not publishing at all.

1.Duty to publish
Every Ministry, Department and Agency of the Federation shall publish, in respect of each quarter of the financial year, data showing amounts appropriated, amounts released and amounts expended, disaggregated by budget head and sub-head.
2.Format
Data published under section 1 shall be in an open, machine-readable format, and a publication made only in a format that cannot be processed programmatically shall be deemed not to have been made.
3.Time
Publication shall be effected not later than thirty days after the end of the quarter to which the data relates.
4.Central portal
The Minister shall establish and maintain a portal on which every publication made under this Act is indexed and available for download without charge and without a requirement to register.
5.Non-compliance
Where a Ministry, Department or Agency fails to comply, the accounting officer shall within fourteen days submit to the National Assembly a written explanation of the failure and the date by which compliance will be effected.
